(PHOENIX – September 10, 2026) – Axiom Care, a Phoenix-based provider of behavioral health services, substance use treatment and recovery housing since 2012, has announced Janelle Westfall, LPC, BCBA, LBA, as its Chief Operations Officer. Westfall brings nearly three decades of behavioral health experience to the role and joins Axiom Care following the appointment of former Chief Operations Officer Danelle Trottier as CEO earlier this year.
As a member of Axiom Care’s executive leadership team, Westfall will work closely with Trottier and leaders across the organization to oversee operations while supporting continued growth, clinical quality and the delivery of integrated services to individuals with complex behavioral health needs.
“Janelle has spent her career working with some of the most complex populations in behavioral health while also building the systems and teams needed to provide exceptional care,” said Trottier. “She understands that strong operations and strong clinical care must work together, and she brings the experience and perspective to help us strengthen both while continuing to support our team and the individuals we serve.”
Prior to joining Axiom Care, Westfall served as chief clinical operations officer for Southwest Network, where she led operations across seven clinics serving more than 7,000 adults and children. During her tenure, she expanded therapy services to individuals with serious mental illness, redesigned clinical onboarding, introduced measurement-based care and led initiatives focused on documentation, productivity and quality.
She also created CAMP, a coaching and mentoring program designed to develop emerging leaders and helped implement an artificial intelligence-assisted clinical documentation program aimed at reducing administrative burden while maintaining privacy and compliance safeguards.
Westfall also spent 27 years with Devereux Advanced Behavioral Health, advancing from therapist to statewide senior clinical director. Her work spanned residential, autism and community-based programs as well as statewide and national clinical initiatives. During her tenure, she developed and grew a specialized autism program, implemented evidence-based practices and supported six successful Joint Commission surveys. Her clinical experience includes working with children who experienced significant trauma, individuals with autism, justice-involved youth and adults and people from diverse cultural backgrounds. Those experiences shaped Westfall’s focus on understanding individuals within the context of family, culture and community, an approach that helped draw her to Axiom Care and its work with veterans, justice-involved individuals and tribal communities.
“I am especially excited about the opportunity to work alongside Danelle and a team that understands the importance of meeting people where they are,” said Westfall. “My first priority is to listen, understand what a day in the life looks like across the organization and learn from the people closest to the work. From there, we can use their experience, along with data, to build on Axiom Care’s strengths and determine where we can go next together.”
An Arizona native, Westfall earned her undergraduate degree in psychology from Arizona State University and Master of Science in clinical psychology from the University of Texas at Tyler. She is a Licensed Professional Counselor, Board Certified Behavior Analyst and Licensed Behavior Analyst.
Westfall has taught in Arizona State University’s Master of Social Work program and presented at state and national conferences on topics including dialectical behavior therapy, family therapy, autism spectrum disorder, LGBTQ+ support and positive behavioral interventions and supports.
Active in the community, Westfall served for many years as a Girl Scout troop leader and on the board of Tri for the Cure. She remains involved with Tri-Scottsdale and its annual Tri for the Cure event benefiting Check for a Lump. This September, she also joins the board of Arouet Foundation, an Arizona nonprofit dedicated to empowering women and families impacted by the justice system.
Westfall and her husband, who live in Scottsdale, have two adult children. A competitive swimmer since childhood, she remains active in open-water swimming, road cycling and triathlons. She and her husband have cycled throughout Italy and completed Colorado’s Iron Horse Bicycle Classic together.
